In The Complete Guide to Flags [cra89], ©1989 William Crampton, this flag serves a couple other purposes. According to page 52, it's the flag of the Communist Party of Vietnam. And on page 53 it's also listed as the flag of Lao People's Revolutionary Party.

The flag of the Chinese Communist Party is prescribed in the party's statutes as follows:

Chapter XI - The Emblem and the Flag of the Party

Article 51. The emblem of the Chinese Communist Party is made of the sickle and hammer.

Article 52. The flag of the Chinese Communist Party is a red flag charged with the golden emblem of the party.

Article 53. The emblem of the party and the flag of the party are the symbols and distinctive marks of the Chinese Communist Party. The organizations of the party at any level and all the members of the party shall preserve the inviolability of the emblem and of the flag of the party. Those shall be made and used according to the regulations.

The flag of the Young Pioneers, the Communist children's organisation, is red and carries a yellow star superimposed on a torch outlined in yellow, all set in the centre of the flag.
